Crespi To Anza Sewer Rehabilitation Project

The City of Pacifica is seeking a qualified firm to provide professional engineering services for the Crespi to Anza Sewer Rehabilitation Project. The selected consultant will be responsible for developing a preliminary design technical memorandum, a signed and stamped bid package for pipelining and manhole rehabilitation, and detailed construction drawings using AutoCAD 2023. All work must adhere to City of Pacifica specifications and standard details. The contract remains in effect until all services are completed, with the City utilizing a points-based evaluation system that weights fees and level of effort at 30 percent and project and team references at 30 percent. Preference is given to firms with experience in the California Coastal Zone. Proposals must be submitted electronically via the Open Gov Procurement portal by September 4, 2026, at 2:00pm. Submissions are limited to 24 pages, excluding the cover, table of contents, and key personnel resumes, and must include a signed transmittal letter, a detailed project approach, and a not-to-exceed total cost with an hourly fee structure. The selected firm must be licensed to practice in California, provide proof of insurance within ten days of the intent to award, and agree to the City's Master Agreement for Consultant Services, which includes specific indemnification requirements under California Civil Code Section 2778. Payment is processed monthly within 35 days of invoice receipt, and the consultant must notify the City once 90 percent of the cost ceiling has been reached.
