The State of West Virginia Department of Administration, on behalf of the West Virginia Board of Physical Therapy, is soliciting bids for a custom-built Licensure Management Database. This web-based software application will facilitate the real-time storage, submission, and updating of licensee information. The project requires a custom-built platform with secure access controls, specifically prohibiting off-the-shelf software. Key technical requirements include API integration for data exchange with the Federation of State Boards of Physical Therapy (FSBPT) and adherence to ADA compliance standards at Level 2.1 WCAG or higher. The contract includes an initial implementation phase involving data migration and system setup, followed by monthly licensing and maintenance support over a potential five-year term. To be eligible for award, vendors must have been in business for at least 10 years and have a proven track record of developing and supporting at least ten custom systems for similar licensing boards. All vendors and their staff must reside within the United States and provide dedicated staffing to ensure the system goes live within 12 months of the award date.
