NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

Task Order W15QKN-17-F-0046, awarded to InterImage Inc. under the GSA Alliant Small Business IDIQ vehicle, focuses on the software development and enhancement of the Criminal Investigation Management System (CIMS), specifically the Army Law Enforcement Reporting and Tracking System (ALERTS). Originally effective August 1, 2017, the contract provides Research Development Test and Evaluation services to design, develop, and implement system enhancements. A subsequent sole-source modification, justified under FAR 16.505(b)(2)(i)(C) as a logical follow-on, expands the scope to include the creation of critical data interfaces between ALERTS and several Department of Defense applications, including Next Generation Identification, Evidence Collection Management Exchange, Defense Enrollment Eligibility Reporting System, and Military Justice On-Line. Managed by the Department of Defense through the W6QK Acc-Pica office at Picatinny Arsenal, the contract utilizes a Cost Plus Fixed Fee pricing structure. This contract type was selected by the Contracting Officer to account for performance uncertainties associated with complex CIMS software modifications. The primary objective of these efforts is to integrate a unified and comprehensive ALERTS enterprise to support Army Law Enforcement operations.

All Alliant SB IDIQ awardees were afforded fair opportunity for award under FAR 16.505(b). InterImage Inc. was awarded W15QKN-17-F-0046 under Contract Number GS06F0632Z on 29 June 2017, effective 1 August 2017. This will be the first time that FAR 16.505(b)(2)(i)(C) exception of fair opportunity is used for sole source negotiated acquisition for additional support services. TO modification provides additional contractor Research Development Test and Evaluation (RDT&E) services to design develop, test and implement Criminal Investigation Management System (CIMS) Enhancements, which encompasses the Army's case management system - Army Law Enforcement Reporting and Tracking System (ALERTS). New requirements support data interface between the Army's case management system, ALERTS, and the following Department of Defense (DoD) organizational applications: Next Generation Identification (NGI), Evidence Collection Management Exchange (ECMX), Defense Enrollment Eligibility Reporting System (DEERS) and Military Justice On-Line (MJO). Contracting Officer made determination with the initial TO to use Cost Plus Fixed Fee (CPFF) for CIMS Enhancements, as identified by the end-user and directed by Government, which is applicable to this modification to further develop and integrate a unified comprehensive ALERTS enterprise used by the Army Law Enforcement. The Contracting Officer has made a determination to retain CPFF type for the new work to involve Contractor performance uncertainties with CIMS software modifications.
