Bid has been extended.This Request for Qualifications (“RFQ”) is to establish a pool of responsive and responsible vendors who are qualified to participate in an evaluation and certification process for livescan devices to be used in Ohio law enforcement environments.A pre‑bid informational conference call will be held to provide vendors with an overview of the evaluation and certification process for livescan devices used in Ohio law enforcement environments.The conference will be held on September 10, 2026, at 2:00 PM Eastern Time via Microsoft Teams.
This is a rebid of solicitation SRC0000040402 that was previously cancelled. The Ohio Attorney General’s Office (“AGO”) is soliciting responses for the selection of vendors to qualify their livescan device hardware to be conisdered for certification. This RFQ does not certify hardware or software directly. Instead, it will establish a pool of vendors eligible to participate in a forthcoming evaluation and certification process. Only vendors selected through this RFQ will be eligible to submit livescan devices for certification.Interested parties should download and review all attached documents related to this Ohio Buys solicitation. VENDOR RESPONSES CAN ONLY BE SUBMITTED ONLINE VIA OHIO BUYS. Interested parties may make inquiries regarding this solicitation any time during the inquiry period listed in the Solicitation General Information. Please clarify the required submission format when an offeror proposes more than one product. Should the offeror submit: One company-level RFQ response addressing requirements common to all products, along with a separate product-specific attachment for each proposed product, all uploaded within the OhioBuys “RFP Response” field; or One combined, searchable PDF containing the company-level response and clearly labeled sections for each proposed product? Additionally, must a currently certified vendor separately identify and provide product-specific responses and supporting documentation for every currently certified product it intends to continue offering, or only for the products it is submitting for evaluation and certification under this RFQ? Could you please clarify the intended scope of products to be included? **The vendor should identify products they offer in the criminal livescan market that are currently certified or announced products that it would intend to submit to BCI for certification in the near future. The AGO understands that over the course of the MOU, selected vendors may have additional devices and technology that they may wish to have certified. Additionally, vendors may have products listed internal roadmaps that they wish to have certified but are not yet announced or ready for consideration. The goal of this question is to identify the various products each vendor currently offer that meet the needs of agencies who rely on criminal livescan devices. Specifically: Should vendors list only hardware and software used for criminal livescan transactions, or should products that support both criminal and civilian/applicant transactions also be included? For example, we provide dual-mode systems capable of processing both applicant and criminal transactions? **Any device or system intended to submit criminal livescan transactions should be included. The solicitation is for criminal LiveScan devices/software and that should be the focus of the responses.
