Intent to Sole Source: Guldmann Ceiling Lifts PM Services
Solicitation # 36C24726Q0793
The Department of Veterans Affairs, Network Contracting Office 07, intends to award a sole source, firm fixed price contract to Guldmann, Inc. for Preventive Maintenance Services on Guldmann Ceiling Lifts, with an anticipated award date of August 5, 2026. This action is justified under 41 U.S.C. 3304(a)(1) and RFO 12.102(a), citing the restricted competition authority due to the proprietary nature of the equipment and the requirement for manufacturer-specific expertise. The contract includes one base year and four option years, with services to be performed at two locations within Georgia: the Atlanta VA Medical Center and the Marietta VA facility. The NAICS code 811210 applies, and the procurement falls under PSC J065 for medical equipment maintenance. All interested parties have until August 4, 2026, to submit written responses demonstrating their capability to perform the work, though only those registered in SAM and possessing an authorized distributor letter from Guldmann will be eligible for award. Service-Disabled Veteran Owned and Veteran Owned Small Businesses must also submit a self-certification meeting the Non-Manufacturer Rule requirements under 13 CFR 121.406. The Government will evaluate all submissions to determine whether competitive procedures are warranted, and no costs incurred by respondents will be reimbursed. Responses must be emailed to Ashley Stewart at Ashley.Stewart4@va.gov by the deadline.

J062--Replace Exterior LED Bulbs at the Jesse Brown VA Medical Center in Chicago, IL
Solicitation # 36C25226Q0466
This solicitation, numbered 36C25226Q0466, pertains to the replacement of exterior LED bulbs at the Jesse Brown VA Medical Center in Chicago, IL, and has been amended to provide critical visual reference materials to assist potential offerors in accurately assessing the scope of work. The amendment adds three attachments: a site plan, a building elevation layout, and images of related signage, which are intended to clarify existing conditions including the number of lights requiring replacement, their accessibility, and the specific types or part numbers of bulbs needed. These visuals serve as supplemental reference documents to support the development of informed technical and price proposals, as the Government previously lacked the detailed specifications necessary to answer vendor inquiries. The Performance Work Statement has been revised with changes highlighted in yellow, and Section 3 has been fully replaced to reflect updated performance requirements, which are now included as Attachment 4. The response deadline for proposals has been extended to August 3, 2026, at 4:00 PM Local Time, while all other solicitation terms and conditions remain unchanged. The contract is administered by the 252-NETWORK Contract Office 12 under the Department of Veterans Affairs, with the primary point of contact being Michele D Coleman. The NAICS code 811210 indicates the classification for the work under building maintenance services. Despite the absence of explicit details on evaluation factors, contract value, deliverables, inspection criteria, or special requirements in the provided metadata and FAR sections, the inclusion of the visual attachments and revised PWS signals a deliberate effort to enhance transparency and support precise bidding.

Repair of the Antenna coupler on the Logic Control Unit
Solicitation # 7_30_2026
The U.S. Air Force is seeking potential sources capable of repairing the Antenna Coupler, NSN 5985-01-463-8400SO, Part Number 7-7PIN438, used on AC/HC/MC and WC-130J aircraft. This repair is classified as RMC 3/R, meaning it must be performed directly by the original manufacturer or a source with equivalent technical access, as the government lacks ownership of the proprietary data required for repair and has determined that acquiring the data or reverse engineering the component is uneconomical. The original equipment manufacturer is Chelton Ltd T/A Cobham in the UK, and the government seeks to identify additional qualified repairers that can meet the stringent performance and safety requirements necessary to ensure mission-critical functionality for Special Operations Forces. Any contractor selected must furnish all materials, tools, test equipment, and services, ensuring replacements meet or exceed original quality standards, and must maintain calibrated support equipment either onsite or through authorized subcontractors. Responses to this Request for Information are purely for market research purposes and do not constitute proposals or guarantee future contract opportunities; no reimbursement for participation costs will be provided. Interested parties—large and small businesses, including joint ventures and teaming arrangements—are required to submit detailed documentation of their technical capabilities, experience with similar military aircraft components, quality management systems such as AS9100 or ISO 9001, repair processes, configuration management, and test procedures. Specific attention is required to address the absence of design data and the unique challenges of repairing a part with no alternative sources. Respondents must also disclose business status, ownership, and facilities, and demonstrate ability to handle classified materials, manage obsolescence, and provide accepted test protocols for government review. All submissions are due no later than August 29, 2026, and must be emailed directly to the designated contracting specialist and contracting officer.
