Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
