The City of Denton is soliciting bids for the Briercliff Park Improvements project, with a budget of approximately $3.7 million, encompassing construction, design, soft costs, and right-of-way expenses. The project involves adding new sidewalks, a splash park, a restroom facility, replacing existing playground equipment and surfaces, installing additional shade structures, and providing a skate spot as an alternate option, supported by civil and allied engineering plans. Submissions must be in hard copy, sealed, and accompanied by an original bid bond with a raised seal, delivered in person by the deadline of May 27, 2026, at 2:00 PM CT; email submissions are not accepted. Bidders must upload digital copies via the Ionwave portal and include a USB drive with all documents. A pre-proposal meeting and site walkthrough are scheduled for May 11, 2026, with a public bid opening on the same day as the deadline. The award will be based on best value using a trade-off analysis, where non-price factors—detailed schedule and written plan (30%), quality and past performance (15%), key personnel qualifications (10%), and safety record (5%)—collectively account for 60% of the evaluation, while price represents 40%. Offerors must submit detailed resumes of the Project Manager, Superintendent, and Foreman, five comparable past projects including park restorations with splash pads and play areas, comprehensive safety documentation including EMR and TRIR, a baseline schedule with critical path analysis, and a conflict of interest affidavit. All work must comply with Texas Government Code provisions on bonds and prevailing wages, as well as OSHA standards. Invoices are to be submitted to the City’s Accounts Payable Department, and final payment is contingent upon lien releases and approved as-built documentation. Alternate bid options for the skate spot, engineered wood fiber surface, and shade structure must be priced separately. All materials and work must conform to the Contract Documents, and no exceptions to the terms may be submitted without explicit disclosure in a separate narrative.
