The Pennsylvania Department of Human Services is soliciting bids for an Established Price Contract with Escalation to provide sludge removal and sewer line obstruction removal services for the Clarks Summit State Hospital in Pennsylvania. The scope of work includes scheduled pumping and cleaning of various facilities, such as a 4000-gallon digester, grease traps, and aeration tanks, as well as on-demand removal of debris from sanitary sewer lines. The contractor must provide 24/7 emergency response with a two-hour on-site arrival requirement and ensure all waste is disposed of at a certified DEP site in compliance with state environmental laws, including the Clean Streams Law and the Solid Waste Management Act. The Commonwealth intends to make a single award to the lowest responsive and responsible bidder, though it reserves the right to award by line item. Bidders must submit their proposals through the SRM electronic system, including a signed Lobbying Certification, Proof of Visit, and DEP certification for waste disposal. The contract allows for an initial term with the possibility of up to four additional one-year renewals. Payments will be made via Automated Clearing House (ACH) within 30 days of receiving a proper invoice. Awardees must comply with all state labor laws, including the Prevailing Wage Act, and meet specific insurance and background check requirements.
