Solicitation # N0010426RTB38
Solicitation N00104-26-R-TB38 is a firm-fixed-price request for the repair of a centrifugal pump unit (NIIN 001349411) for the Navsup Weapon Systems Support Mech in Mechanicsburg, Pennsylvania. The repaired unit must meet the operational and functional requirements associated with Cage Code GEXU3 and reference number 699D7672. All work must be performed according to the contractor's standard repair and overhaul practices, and any changes in design, material, or part numbers require written approval from the contracting officer, except for simple part number changes. The contractor is also required to perform Commercial Asset Visibility Repairables Portal reporting and maintain inspection records for 365 days following final delivery. The government intends to make a single award based on the most advantageous offer, explicitly weighing past performance as more important than price. Past performance is evaluated using the DoD Supplier Performance Risk System, focusing on item, price, and supplier risk. Technical requirements include strict adherence to MIL-STD-2073-1 for packaging, MIL-STD-129 for marking, and MIL-STD-130 for unique item identification. Invoicing and receiving reports must be processed electronically through the Wide Area WorkFlow system. The solicitation has undergone multiple amendments to extend the response deadline and update cybersecurity clauses, specifically regarding the safeguarding of covered defense information and cyber incident reporting.

PUMP,CENTRIFUGAL
Solicitation # N0010426QTB34
This fixed-price solicitation, issued by Navsup Weapon Systems Support Mech, seeks a contractor to perform the teardown, evaluation, repair, and modification of a centrifugal pump (NSN 7HH 4320-01-294-2442 M1) meeting the operational requirements of CAGE 63857, Ref. No. LM 615. The government requires a Repair Turnaround Time (RTAT) of 285 days, with the caveat that unexcusable delays will result in a per-unit, per-month price reduction. The award will be made to a single, technically acceptable offeror, with evaluation prioritizing past performance over price. Government Source Inspection (GSI) is mandatory, and the contractor must adhere to strict quality assurance standards, including original manufacturer specifications and MIL-STD-130 for physical identification. Logistics and administration are managed through the Wide Area Workflow (WAF) system for electronic invoicing and the Commercial Asset Visibility (CAV) system for tracking asset receipt. Packaging and marking must comply with MIL-STD-2073-1 and MIL-STD-129, with specific requirements for domestic and overseas shipments. The contract incorporates various federal regulations, including cybersecurity reporting under DFARS 252.204-7012 and hazardous material identification per OSHA standards. All freight is handled by the Navy as per the CAV Statement of Work, and the final delivery destination is the DLA Distribution San Joaquin facility in Tracy, California.

California State University Long Beach and the Department of Earth Science have issued Request for Proposal CSULB-RFP-00000731 to secure a single pumping services provider for the Utah FORGE Project. The selected contractor will provide the necessary equipment, personnel, and expertise to conduct high-pressure water injection tests in a deep granitic formation at the Utah FORGE site. The scope of work focuses on two designated wells, 16A(78)-32 and 16B(78)-32, and includes the mobilization, operation, and demobilization of pumping systems. The operational sequence consists of a seven-day recirculation test where water is injected into well 16A(78)-32, travels through an engineered fracture network, and is produced back via well 16B(78)-32 to be cooled and reused. This phase is followed by a three-day standby period and a subsequent single-well test in well 16B(78)-32, where water is injected and allowed to flow back under increased reservoir pressure. The solicitation was posted on July 11, 2025, with a response deadline of July 24, 2025. Primary coordination for the project is managed by Michael Pruitt.

Full Description

The Department of Earth Science & CSULBRF intends to identify and contract with a single pumping services provider who can supply the necessary equipment, personnel, and expertise to successfully carry out the injection test. The selected contractor will be responsible for mobilization, operation, and demobilization of pumping equipment, and for working in coordination with the Utah FORGE project team to ensure the test is conducted safely and effectively. The injection test will be conducted between an injection well and a production well at the Utah FORGE site (designated wells 16A(78)-32 and 16B(78)-32). Previous reservoir stimulation has created a fracture network connecting these wells in a deep granitic formation. During the test, water will be injected into 16A(78)-32, travel through the engineered fracture network, and be produced back to the surface via 16B(78)-32. The produced hot water will be cooled and re-circulated, enabling continuous operation. This test will last about seven days. The recirculation test will be followed by a 3 day stand by period, and then a second single well test. In the single well tests, conducted in 16B(78)-32, water will be injected and allowed to flow back under the increased reservoir pressure following recirculation. This RFP outlines the requirements for the pumping system and services to perform this circulation test.
