The Office of Programs (CT/P) within the Department of State’s Bureau of Counterterrorism (CT) has a requirement to enable the conduct of independent, third-party performance evaluations of CT’s programming through a series of professional reports with findings, conclusions, and recommendations on how to maximize program effectiveness and return on investment.  This contract will comply with mandatory evaluation requirements in 18 FAM 301.4 (Department’s monitoring and evaluation policy) and will help to satisfy evaluation-related implementation elements of program oversight under the Evidence Act signed into law by President Trump in 2019.
