The United States Property and Fiscal Office for Connecticut intend to award a sole source, firm fixed price contract to: AT&T
Infrastructure provided by AT&T is already operational and in place and (duplicated setup/installation fees for switching carriers) or unacceptable delays that would occur if you attempted to compete the requirement now. This is mission essential for life and safety support.
In absence of qualified sources, a contract will be awarded under FAR 13.106(b)(1). This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements.
