This procurement is a HUBZone Set-Aside, restricted to qualified small businesses certified in HUBZone zones, and falls under FAR Part 52.219-3 and FAR Part 52.212-2, meaning it is evaluated as a commercial service with emphasis on past performance and technical capability over price alone. Proposals must include detailed breakdowns of labor and material costs, along with documented past performance records or recent work history. Site visits must be coordinated with the Contracting Officer’s Representative, Lt. Owen Gibson, and all submissions are due by 3:59 AM on July 11, 2026. A written notice of award sent to the successful offeror within the acceptance window automatically creates a binding contract without further formalities.
