While other interested parties may respond to express their interest and capability, the Government currently anticipates sole source negotiations based on Lockheed Martin’s exclusive rights as the original designer, developer, and manufacturer of the ADU-892 product line. The Naval Air Warfare Center Aircraft Division (NAWCAD) plans to award a sole source contract modification to Sierra Nevada Company (SNC) located in Colorado Springs, CO, to support the sustainment of the VAMPIRE counter-unmanned aircraft system (c-UAS) for the Ukrainian Navy. This effort involves the repair, maintenance, materials provisioning, and overall sustainment of these systems, which are critical for operations in Eastern Europe under NATO deployment. The contract will leverage subject matter experts including engineers, maintenance technicians, field service representatives, and additional technical support both within the Continental United States and abroad to ensure continuous operational readiness. The sole source award is justified under Title 10 U.S.C. 2304(c)(1), citing that only SNC possesses the requisite secure facilities, access, and expertise necessary to meet the stringent timeline demands and security requirements unique to this initiative. This action is not a request for competitive proposals but is intended to maintain uninterrupted support for the deployed systems. Interested parties looking for subcontracting opportunities may contact SNC directly. The contract solicitation identifies the place of performance as Rzeszow and is managed by NAWCAD’s office in Patuxent River, MD, with designated points of contact available for queries related to the procurement.
