Curbside Garbage Collection, Kneehill County

Kneehill County is soliciting proposals for a multi-year contract to provide bi-weekly curbside residential garbage collection services within the hamlets of Huxley, Sunnyslope, Swalwell, Torrington, and Wimborne. The successful contractor will be responsible for the collection, transportation, and disposal of household waste, including the provision of 240L automated carts and the transport of waste to the Three Hills Transfer Station. The contract begins on January 1, 2027, for an initial three-year term, with the County holding the option to extend for up to two additional one-year terms, for a maximum duration of five years. Proposals must be submitted via the Bids and Tenders eProcurement system by 12:00 p.m. local time on September 25, 2026. Award decisions will be based on the lowest cost and compliance with all RFP requirements, with evaluation criteria focusing on experience, comprehension, and transition time. Mandatory requirements include possessing a current Certificate of Recognition (C.O.R.) or Small Employer Certificate of Recognition (S.E.C.O.R.), as temporary certifications will be rejected. The contractor must maintain Commercial General Liability Insurance of at least 5 million Canadian dollars per occurrence and adhere to all federal, provincial, and municipal safety and environmental regulations. The agreement is subject to the New West Partnership Trade Agreement, the Canadian Free Trade Agreement, and the Agreement on Internal Trade.
