CURED-IN-PLACE LINED CONCRETE SEWER PIPE ENGINEERING SERVICES

The City of Phoenix, through its Design and Construction Procurement section, is seeking a qualified consultant for engineering services related to the rehabilitation of large diameter sanitary sewer pipelines and manholes. The project focuses on infrastructure identified as NASSCO Grade 4 and Grade 5 in the 2026 Condition Assessment Report, covering approximately 25 pipe segments totaling over 5,670 feet and 56 manholes. The scope of work includes design services, such as evaluating existing data and proposing Cured-In-Place pipeline rehabilitation methods, as well as construction administration and inspection (CA&I) to provide oversight and field testing. Key deliverables include 90 percent and 100 percent design documents, cost estimates, and detailed inspection records. Selection will be based on a qualifications-based process, with a maximum 10-page Statement of Qualifications (SOQ) due by 12:00 pm Phoenix time on September 18, 2026, via the City's Procurement Portal. Evaluation criteria emphasize the experience of the project team and the submission of at least three professional references. Technical requirements include the necessity for inspectors to hold OSHA trenching, excavation, and confined space certifications, as well as the requirement for a National Association of Corrosion Engineers Level III inspector for manhole coating inspections. All submissions must be in PDF format, and firms must be registered in the City's Vendor Management System to be eligible.
