2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

The contract involves providing comprehensive curtain cleaning and flame-retardant treatment services for the Osceola County School District in Florida. The awarded vendor will be responsible for supplying all labor, supervision, equipment, tools, materials, and transportation necessary to complete the cleaning and treatment of curtains on an as-needed basis. The scope includes minor repairs such as patching small tears or holes and replacing missing grommet hooks, with prior approval required for repairs exceeding minor scope. The preferred method is in-place cleaning and treatment to avoid removal, but removal is permitted if necessary, provided curtains are re-hung correctly and damage during removal is repaired at no cost to the district. Curtains must be cleaned on both sides, with surface dust removed and treated with appropriate, non-shrinking, non-fading chemicals. The hardware on the drapery tracks must also be inspected, cleaned, lubricated, and minor repairs made as needed. For flame-retardant treatment, fabrics must be cleaned beforehand, then treated with a non-toxic, odorless, and colorless flame retardant that complies with NFPA and ASTM standards for Class A fire resistance. The treatment must be certified to last at least five years, with certification tags sewn onto the curtains indicating the chemical used, treatment date, and certification number. The product used must have UL or equivalent testing classification for NFPA 701 compliance. The contract emphasizes quality standards, safety, and proper documentation, with the vendor responsible for ensuring all repairs and treatments meet specified standards and are completed at no additional cost to the district. The solicitation was posted on August 26, 2024, with a response deadline of October 1, 2024, and the contract size is estimated between $50,000 and $200,000.
