CUSTER NATIONAL FOREST-Browns Pond Dam & Schleichert Draw Dam Reservoir Repair

This project is for the maintenance repair of the Brown's Pond dam and Schleichert Draw Reservoir Spillway on the Sioux Ranger District, Custer National Forest. The work shall consist of furnishing all labor, equipment, transportation, supplies, and incidentals necessary to accomplish the repair of the dam indicated above herein in compliance with the terms, conditions, specifications, and provisions of the contract. Description of Work. Item #1 - The dam embankment at Brown's Pond is eroding due to high water cutting through the dam bank, in some areas as high as 5 feet. The Contractor shall repair the entire eroded dam bank, approximately 870 feet long, with compacted fill material topped with geotextile and class 3 riprap. The Contractor shall place the riprap on compacted fill from a commercial site (onsite borrow is not permitted). Using Excavator Equipment Rental Hours, the Contractor shall locate the inlet drop pipe of the culvert which should act as the dam's primary drain structure. The Contractor shall then remove and replace the elbow and vertical drop pipe of the culvert and trash rack and clean out any remaining sediment plugged in the horizontal culvert. If no elbow, vertical drop pipe and trash rack exist, the Contractor shall provide them. The Contractor shall also clean the inlet to the PVC pipe that also serves as a drain structure for the dam. The Contractor shall repair the spillway where water has cut deep ruts up to and across the road and place geotextile and 5 jersey barriers along the south edge of the road at the spillway location, as shown in the DRAWINGS. The Contractor shall repair the ruts and depressions up to and across the road and fill in the eroded ditch that extends out past the road (see DRAWINGS). The Contractor shall place 4" compacted aggregate on the road where the spillway crosses the road. Item #2 - The Contractor shall place compacted fill into the ditch cut at the Schleichert Draw Reservoir dam spillway and cover with a layer of riprap, as staked in the field. The Contractor shall remove the beaver dam that is currently at the spillway. The Contractor shall place 3 jersey barriers 18' from the spillway edge to prevent further erosion of the spillway. OSHA Certification. The Contractor shall provide written documentation that the onsite project manager and all other employees engaged in the work on Schleichert Draw Reservoir has received the Occupational Safety and Health Administration 40 hour Hazardous Waste Operations and Emergency Response (HAZWOPER) Training required under 29 CFR 1910.120. The Contractor must provide copies of certifications, including annual refresher training certifications, prior to issuance of notice to proceed which is estimated to be issued 14 days after award. The Contractor shall utilize only onsite personnel that have completed HAZWOPER training when work is being performed. Project Location. Brown's Pond is located in the South Cave Hills of the Sioux Ranger District of the Custer National Forest in T21N R5E Section 10. Schleichert Draw Reservoir is located in the South Cave Hills of the Sioux Ranger District in T22N R5E Section 34. Pre-bid Tour. Price Range $25,000 to $100,000 Estimated Start Date/Period of Performance. It is estimated that work can begin August 2012. Work shall be completed within 90 days of the issuance of the Notice to Proceed. Completion Date September 30, 2013 Government Furnished Materials. Materials furnished by the Government for this project includes 150 cubic yards of class 3 riprap stockpiled at Brown's Pond for use on the Brown's Pond embankment. A complete Solicitation Package Shall Be Provided by August 6, 2012.
