The AGO, Bureau of Criminal Investigation (“BCI”) Laboratory Division is soliciting quotes for customized buccal DNA collection kits, storage platforms, and test kits.
Interested parties should download and review all attached documents related to this Ohio Buys solicitation.VENDOR RESPONSES CAN ONLY BE SUBMITTED ONLINE VIA OHIO BUYS. Within the Item Grid, suppliers should reference an existing contract number with the State, if applicable. Interested parties may make inquiries regarding this solicitation any time during the inquiry period listed in the Solicitation General Information. To participate or submit an inquiry for this solicitation, you need to be registered in the Ohio Buys Supplier Portal. Suppliers are not required at this time to be registered in OAKS. We have the following questions regarding this solicitation: Section 2.1.3 Transport Pouch lists “The pouch must display the same barcode as the DNA Collector Device, placed at the center top of the front side”. There is no mention of barcodes in the specification of the DNA Collector Device (2.1.1). Are barcodes required as part of the collection kit, if yes, please provide further specifications for the barcodes (quantity, symbology, barcode locations, etc.). Section 2.5 Term lists that the Ohio AGO has the discretion to renew the contract for two additional one-year terms through June 30, 2029. Is the intention that the pricing provided during this RFQ will remain fixed for the first year and any subsequent renewals. Alternatively, can price increases be requested during renewal periods or can the supplier provide pricing for each of the additional terms that takes inflation into consideration? RFQ SRC39739 Section 2.2 states “The supplier must provide a DNA Proficiency Test Kit that uses the same DNA Collector Device and includes one unknown sample and three reference samples. The proficiency test kit must consist of one Whatman bloodstain card containing human blood and three Whatman reference bloodstain cards representing a victim and two suspects, unless an equivalent format is approved by BCI.” The “DNA Collector Device” as described in sections 2.1 and 2.1.1 of the RFQ is a Buccal Collector. However, the description of the proficiency kits describes Whatman bloodstain cards, a different substrate. Please clarify what substrate the proficiency should include. On the Excel Response for Quotation Form, line item 4 lists the quantity of 900 and the UOM as Each. The detailed description lists shipping cost per case of 50 kits. To confirm, is the requested price for line item 4 to be per case of 50 kits or per each collection kit? Kind regards,The Contracts Team | Answer: 1. No barcodes. This should have been removed.2. Pricing Requirements. Pricing shall be firm for the term of the contract unless an adjustment is granted in writing per the following terms. In the event the supplier experiences a general price increase in the cost of the finished product contracted for, due to increase in the cost of raw materials, labor, freight, etc., upon giving thirty (30) days prior notice and proper documentation as proof, said adjustment in addition to the price quoted herein, may be permitted, subject to the sole discretion of the Attorney General. In the event any such adjustment is granted; no adjustment shall be permitted on orders received by supplier which are in process or filled but awaiting shipment prior to the increase. All price decreases inure to the benefit of the Attorney General. No adjustment shall be granted during the first six (6) month duration of the contract. The written notice of the general price increase and following documentation shall be sent to: Procurement@OhioAGO.gov. If approval for the price increase is provided by the Attorney General, such an increase shall be documented in writing signed by both parties. At no time will the Attorney General incur an obligation which exceeds the agency’s current appropriation authority. The following documentation shall be submitted with each request for an adjustment: Copies of the old and the current price lists or similar documents which indicate the original base cost of the product to the supplier and the corresponding increase; copies of correspondence sent by the vendor’s supplier explaining the source of the increase in such areas of raw materials, freight, fuel or labor, etc.; and copies of excerpts from business publications, market quotations, or trade journals recognized as being representative of their particular trade or industry, that indicate a trend toward an increase in the current market for the commodities under the awarded contract.3.
