Custom-Engineered In-Situ Liquid/Electrochemistry and Heating/Biasing/Gas Sample-Environment Systems

Argonne National Laboratory is soliciting proposals for a custom-engineered in-situ sample-environment system designed to support advanced liquid and electrochemistry experiments under heating, biasing, and gas control conditions for use with the APS 26-ID X-ray Nanoprobe. The system must meet all technical specifications outlined in the Statement of Work dated July 30, 2026, and submissions must demonstrate full compliance through detailed documentation by the deadline of August 14, 2026, at 12 p.m. CDT. Offerors are required to submit a completed and signed ANL-70 Request for Quotation, a comprehensive list of capabilities aligned with the technical requirements, the country of origin for the system as defined by FAR 52.225-1, and the lead time from purchase order issuance to final delivery at Argonne’s facility in Lemont, Illinois, 60439. Additionally, a completed and signed ANL-70B Representations and Certifications form is mandatory. The country of origin must satisfy the Buy American Act thresholds, requiring at least 65 percent of component costs to be derived from U.S.-mined, produced, or manufactured materials for deliveries occurring between 2024 and 2028, with components of unknown origin treated as foreign and those of foreign origin subject to specific exceptions if deemed unavailable domestically. The contract is governed by federal acquisition regulations, including comprehensive intellectual property provisions detailed in Appendix D-8-C, which establish clear frameworks for data rights, technical data ownership, copyright assertions, and the protection of proprietary information, ensuring the Government retains sufficient rights to use, reproduce, and disclose data while respecting the contractor’s proprietary interests.
