Poly (lauryl methacrylate) material
Solicitation # N6893626SIMACQD550000E5500000337
The Naval Air Warfare Center, Weapons Division, China Lake, intends to award a sole-source firm fixed price contract to Scientific Polymer Products, Inc. for 500 pounds of custom poly(lauryl methacrylate) with a molecular weight of 200,000–250,000, delivered as approximately a 30% solution in ethyl acetate. Market research has confirmed that this specific polymer-grade material is only commercially available from this vendor, as no other supplier can meet the technical specifications without extensive process development and lead time that would cause critical delays to ongoing projects. Alternative chemical formulations or solvent carriers are not technically acceptable, making this requirement uniquely dependent on the identified supplier. This notice is not a solicitation and no competitive quotes will be requested; however, any interested party may submit a written response demonstrating capability and willingness to fulfill the requirement by 10 AM PST on August 7, 2026, referencing solicitation number N6893626SIMACQD550000E5500000337. Responses must be emailed to Andrea M. Farrell at the designated Navy email address. All responding vendors must maintain an active registration in SAM.gov prior to submission, with due consideration given to the 10–15 day processing time for new or updated registrations, as award cannot proceed without an active SAM status. Additionally, contractors must be certified through the Defense Logistics Information Services to access Controlled Unclassified Information, requiring a designated Data Custodian listed on DD Form 2345, approved by the Defense Logistics Agency. Access to CUI is restricted to this single point of contact per CAGE code, and contractors are responsible for coordinating this certification before requesting information access.

This notice serves solely as an announcement of intent and is not an invitation for bids or proposals, though interested parties may submit a capability statement by August 4, 2026, at 8:00 AM PST to demonstrate their ability to meet the technical requirements without compromising quality, accuracy, reliability, or schedule. All submissions must reference the solicitation number N68936-26-SIMACQ-E0AH160-0008 and be sent to Virginia Dennison at virginia.j.dennison.civ@us.navy.mil. Vendors must be registered in SAM.gov with an active status prior to submission, and it is strongly recommended to account for the 10 to 15 day processing time for registration validation, as the government cannot award a contract to an entity without an active SAM registration. Additionally, contractors must be certified through the Defense Logistics Information Services (DLIS) to access Controlled Unclassified Information or Export Controlled Information, with access restricted to a single designated Data Custodian per CAGE code who has an approved DD 2345 form on file with the Defense Logistics Agency. Technology Refresh and Engineering Evaluation ServicesThe contract governs bi-annual engineering evaluations and technology refresh cycles focused on ensuring ongoing technical compatibility, performance reliability, and seamless integration of laptops with the JMPS software environment. These evaluations are structured to systematically assess hardware-software interactions, identify obsolescence risks, and validate that device upgrades maintain operational readiness within mission-critical systems. The work is executed under a subcontract arrangement tied to the Naval Air Warfare Center, part of the Department of Defense, and falls under the NAICS code for computer systems design services, indicating a specialized technical scope requiring engineering rigor and compliance with defense-grade standards. Technology refresh cycles are scheduled at regular intervals to proactively replace or upgrade laptop hardware without disrupting existing software workflows or security protocols. Each evaluation includes performance benchmarking, compatibility testing, and integration validation to confirm that new devices meet or exceed required specifications for mission applications. The contract does not specify geographic constraints or point of contact details, suggesting work may be performed remotely or across multiple locations under centralized oversight, with the primary objective being sustained operational capability and risk mitigation through disciplined technical refresh management.
