Advance Contract Award Notice (ACAN): Customized Trauma medical course utilizing Body Worn Trauma Training Suits1.0 Advance Contract Award Notice (ACAN) An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.2.0 Definition of RequirementThe Royal Canadian Mounted Police (RCMP) has a requirement for customized trauma medical courses (Tactical Casualty Management – TCM) utilizing Body Worn Trauma Training Suits to RCMP Emergency Medical Response Team (EMRT) members as well as RCMP specialty unit members across Canada (requires travel). The course(s) must focus on trauma care which is based, in part, on the United States’ Committee on Tactical Combat Casualty Care (CoTCCC), the Canadian Combat Casualty Care Working Group (CCCWG) in Tactical Combat Casualty Care (TCCC) and the Committee on Tactical Emergency Casualty Care (C-TECC) in Tactical Emergency Casualty Care (TECC). Trauma care in the tactical environment recognizes the broad spectrum of operational environments, requirements, capabilities and scopes of practice relevant to the diverse missions of the RCMP. This training must provide a field experience where the candidate can gain confidence by integrating tactical medicine with police tactics for scenarios appropriate to various RCMP operations.The work will involve provision of the following as and when requested:Trauma medical courses in accordance to the CoTCCC and CoTECC procedures and guidelines and EMRT Medical Directives;Training Material;Body Worn Trauma Training Suits;Scenario effects (special effects, simulated body worn Improvised Explosive Device (IED), simulated sniper/Gun, smoke machine and smell effect)The work will require the following resources on an as and when requested basis:Lead Instructor;Clinical Instructor(s);Make-up Artist(s);Casualty Role Player(s);Pyro technician(s) certified by Natural Resources Canada; andMedical Procedures Trainer.The work will require the following on as and when requested basis:training documentation;medical equipment (consumable and non-consumable);human-worn simulated bleeding props;realistic life-like dummy(ies) to portray casualties; and e) all personal protective equipment for contractor personnel as per RCMP safety requirements3.0 Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)Any interested supplier must demonstrate by way of statement of capabilities that its courses and resources meet the following requirements:Knowledge of TCCC material and must have delivered comparable training to military or law enforcement personnel. The training curriculum will be reviewed and approved by a RCMP National Learning and Development resource.The courses offered must be in accordance to the CoTCCC and CoTECC procedures and guidelines and EMRT Medical Directives;Provide up to 6 Clinical Instructors, to teach and evaluate all core tactical medical and surgical procedures approved by the EMRT Director and Technical Authority, both in classroom and in a field setting. Clinical Instructors must have previously taught TCCC / TECC courses, and be qualified to instruct using the Body Worn Trauma Training Suit and have the following experience:Minimum of 10 years of experience with Military or Law Enforcement Special Operations;Qualified as a Physician’s Assistant or Canadian Armed Forces Medic; orMinimum of 10 years of experience as a tactical paramedic;Have delivered at least 2 TCCC coursesAble to provide training in Englishv) At least one Clinical Instructor is able to provide services in both official languages, French and English.Lead Instructor with relevant experience in police operational and / tactical medical support theatres, and/or current understanding of current (within the last 5 years) research stemming from law enforcement / combat casualty care in current (within the last 5 years) operational theatres.Make-up artist who is trained and certified in the use of make-up to simulate wound patterns on human actors that are conducive to the Body Worn Trauma Training Suit and applicable training aids.6. Up to 10 role players, including one role player with real amputations (whole or partial). Role players must be selected based on experience replicating various medical injuries including but not limited to:Cuts;Bleeds;Blasts;Partial and/or full amputations;Blunt Trauma;Gunshot wounds;Flailed and pulmonary chest injuries;Fractures; andBurns.The role players must be able to communicate a wide variety of emotions including:PainSpecific injury symptomologyFearHysteriaConfusionMisinformationThe role players must be able to act as police officers, government officials and criminals.All necessary medical simulation props and equipment supplied to the role players.7. Medical Procedures Trainer that permits the following procedures to be taught and practised during skill stations:Cricothyroidotomy;Intraosseous humerus and tibial insertion;Nasopharyngeal Airway insertion; andNeedle Chest Decompression.Supplies up to 6 Body Worn Trauma Training Suits. The suits must meet the following requirements:Blast pants to customize injury to upper legs to simulate bleeding wound patterns;Uniform or civilian clothing must be worn over it;Permit movement during intense physical scenarios;Not exceed 10.0 kilograms in weight;Ability for multiple-use over the course of several scenarios conducted consecutively on the same day;Create customizable simulated bleeding wound patterns;Ability to perform surgical cricothyroidotomy when worn by a human actor;Ability to perform peripheral IV access, producing blood flashback on component worn by a human;Ability to perform peripheral IV medication administration on component worn by a human;Ability to perform needle chest decompression, while worn by a human;Ability to perform tourniquet application over protective shield worn by a human to control upper and lower extremity wound hemorrhage;Ability to perform wound packing to control hemorrhage upper and lower extremities and demonstrate ability to stop bleeding;Blood (simulated) pumping system to distribute flow to one or more simulated wounds, each bleed remotely controlled by instructor;Blood concentrate to produce bleeding conducive to Body Worn Trauma Training Suits; andRechargeable (within 15 minutes or less) medical simulation props to repeat scenarios without unnecessary delay.Scenario effects as follows:Special EffectsMust use only training devices, operational devices not permitted;Sound pressure measured 1.5 m from the device not less than 100 and not more than 140dBProduce not more than 1 x 106 dB when deployed/functioned;If reload devices are used, be reloadable not less than 20 times with the intended charge;Must not contain metal (e.g.: stapes, wires) or hard plastic; andHeight and width measurements of effect to be provided for each device.Simulated Body Worn Improvised Explosive Device (IED)The conditions stipulated in 10a above;Body worn IED must visually represent the intended device;
