The Defense Threat Reduction Agency is seeking to increase the overall contract ceiling of its Countering Weapons of Mass Destruction Situational Awareness, Intelligence, Operations, and Data Visualization Support (CWAS) Indefinite Delivery, Indefinite Quantity (IDIQ) contract by an additional $30 million for a new total value of $125.5 million. This proposed increase in ceiling will not extend the overall IDIQ period of performance. HDTRA1-14-D-0016, a single award IDIQ, was awarded to Booz Allen Hamilton Inc. on April 17, 2014 and provides services across the CWAS portfolio to include countering weapons of mass destruction intelligence, operations support, technical expertise, prototype software applications, information technology (IT) tools, and systems integration. In the future, DTRA intends to incorporate the CWAS requirement into a broader acquisition, currently in the pre-solicitation phase. This one time increase is necessary to provide sufficient ceiling for both ongoing and emerging CWAS efforts while the new effort is processed.

Custom Integrated Robotic System
Solicitation # PWS-RD-TS-TSE
The Defense Threat Reduction Agency intends to award a firm-fixed-price, sole-source contract to Rocky Mountain Unmanned Systems LLC for the design, engineering, and delivery of a functional prototype Custom-Integrated Robotic System. This research and development effort requires a robotic platform capable of autonomous navigation in hazardous environments to generate real-time, three-dimensional hazardous atmosphere maps. The project centers on a complex software integration task that fuses data from a government-furnished multi-gas chemical detector, a commercial quadrupedal robot, a survey-grade 3D LiDAR sensor, and a tactical mesh networking radio. The agency is utilizing sole-source authority because Rocky Mountain Unmanned Systems is identified as the only vendor with the proprietary software framework and demonstrated experience necessary to integrate these specific data streams without causing unacceptable schedule delays. While the hardware is commercial-off-the-shelf, the specialized data-fusion architecture is unique to the vendor. Although this is not a request for competitive proposals, other responsible sources may submit capability statements by October 22, 2026, provided they can prove they possess the required pre-existing software capabilities.

The North American Industry Classification System code 334511 indicates the work involves the manufacturing of computer and peripheral equipment, specifically tailored for advanced network infrastructure needs. The contract supports modernization efforts within DTRA’s cybersecurity infrastructure by replacing aging systems with next-generation hardware that enables deeper packet capture, metadata extraction, and real-time network intelligence. Performance is tied to operational readiness at the designated defense facilities and requires precise alignment with existing network architectures and security protocols. Although no specific award amount or contractor name is provided, the focus on platform compatibility, reliability, and integration within secure environments underscores the mission-critical nature of the hardware deployment. This effort ensures continuity and enhanced capability for DTRA’s network operations under the ongoing SecureNet modernization initiative.
