SECTION 00050 ADVERTISEMENT FOR BIDS     Washington Parish Government (herein referred to as the "Owner") hereby solicits sealed bids for the CWEF Water System Improvements project described as follows:   STATEMENT OF WORK (Project No. 11731):  Base Bid – New Water Mains, Valves, Fittings, Fire Hydrants, Connections, Services, Abandonment of Existing Water Mains, and Associated Appurtenances.   Sealed Bids shall be addressed to the Washington Parish Government and delivered and received at the Washington Parish Government office located at 909 Pearl Street, Franklinton, LA 70438 not later than 2:00 p.m., on Thursday, October 1, 2026. Any bid received after the specified time and date will not be considered.  The sealed bids will be publicly opened and read aloud at 2:00 p.m. on Thursday, October 1, 2026, at the Washington Parish Government office located at 909 Pearl Street, Franklinton, La 70438.   Completed Bid Documents, Information for Bidders, Bid Form, Contract, Plans, Specifications, Bid Bond, Payment Bond, Performance bond and other bidding documents for this project are available in electronic form and can be assessed at www.centralbidding.com.   Completed Bid Documents may also be examined at the office of the Engineer for the contract: Professional Engineering Consultants Corporation, a Division of Forte and Tablada, Inc., located at 9107 Interline Avenue, Baton Rouge, La 70809; (225-927-9321). Hard copies may be obtained at this office upon payment of a deposit of $100.00. This deposit will be refunded upon request in accordance with R.S. 38:2212.   Pursuant to the Louisiana Revised Statute, vendors/contractors now have the option to submit their bids and bid bonds, electronically.  Official Electronic Bid Documents are available at Central Bidding. Central Bidding can be accessed at www.centralbidding.com. For questions related to the electronic bidding process, please call Central Bidding at 800-990-9339. To view bids, download, and receive bid notices by email, your company/agency will need to register at www.centralbidding.com prior to the deadline.    Contractors submitting bids shall be licensed under LA R.S. 37:2150-2164, Municipal and Public Works Construction.  Other license classifications may, at the option of the Owner, be considered based upon a thorough review of the Contractor’s past experience.  The bidder shall show his license number on the bid and on the sealed envelope submitting the bid.   The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.   In accordance with R.S. 38:2212 (A)(1)(b), the provisions and requirements stated in the Bidding Documents shall not be waived by any entity.   Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders.  Sureties used for obtaining bonds must appear as acceptable on the U. S.
