The Centers for Disease Control and Prevention TB and Clinical Monitoring Team (TCMT) of the International Laboratory Branch/ DGHT/ GHC performs evaluation of clinical assays used by laboratories supported by the US President’s Emergency Plan for AIDS Relief (PEPFAR) in resource limited countries. The Sysmex CyFlow instrument, and related test kits will be validated for use in the Clinical Monitoring Unit laboratory at CDC headquarters. This purchase will provide and increase knowledge, training, competency assessment, and technical support services for laboratory-based detection of CD4 and CD4% values, which provides necessary information to inform clinician decisions on appropriate advanced HIV disease treatment to be administered to patients in a timely manner. To maintain optimal performance of the Sysmex CyFlow instrumentation, maintenance is vital, which includes preventative maintenance performed by Sysmex service engineers.  Once purchased and installed in the laboratory, the CyFlow counter instrument, supplies, kits, and service maintenance contract service maintenance agreement is to provide a service contract for the Sysmex CyFlow instrument to ensure the continued quality and acceptability of its performance. The CyFlow counter (instrument) will not be connected to the CDC network.” 24-hour, 365-day per year, technical telephone support and BeyondCare. The maintenance service is only provided by Sysmex America Inc due to parts and labor exclusivity. All Sysmex instruments come with installation, e-training, and a 1 year warranty, including no-charge service. The multi-year preventive maintenance service agreement will begin at the conclusion of the base year warranty/service period. This contract action is for commercial services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 12.102-1. The NAICS is 811210  Electronic and Precision Equipment Repair and Maintenance.  Sysmex America, Inc. is the only source for the equipment consumerables and maintenance support. There are no other companies  to provide the services described above. This notice of intent is not a request for competitive quotations; however, all Quotations/ responses received within 10 days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
