The CY26 T56SIV Component Improvement Program (CIP) is a sole-source procurement action managed by the Naval Air Warfare Center Air Division under the Department of Defense. The contract is structured as a Basic Ordering Agreement (BOA) with Rolls Royce Corporation (RRC), the sole manufacturer of T56-A series engines. This award is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 because RRC possesses exclusive technical data, specialized tooling, and the necessary engineering expertise that are not available to the government or other contractors. The scope of work involves comprehensive engineering and logistics support for T56-A series engine models A-14, A-16, A-425, A-427, and A-427A, benefiting both the U.S. Navy and Foreign Military Sales customers.
