Archaeology Consulting Services
Solicitation # 26-122
The City of Delta is issuing solicitation 26-122 to establish a shortlist of qualified archaeology firms to provide professional consulting services on an as-and-when-requested basis. The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. Key deliverables involve field assessments, coordination with the Provincial Archaeology Branch and First Nations, and the provision of heritage management training for City staff. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Preference is given to consulting team members with five years of experience and lead archaeologists with ten years of experience. The resulting shortlist will remain valid until January 1, 2025, or for three years from the closing date. Once the list is established, the City will invite these qualified respondents to submit firm-priced tenders for specific projects. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026. The pricing structure for the qualification stage includes hourly rates for principal archaeologists, field directors, technicians, and support staff, as well as lump sum rates for permit applications.

NOTICE OF INTENT The Internal Revenue Service (IRS), on behalf of the Department of Treasury, Office of Intelligence and Analysis (OIA), Office of Illicit Finance (OIF), intends to award a sole source order to National Cyber-Forensic Training Alliance (NCFTA) to conduct cybercriminal intelligence research and analysis using NCFTA's unique databases. The authority permitting a sole source acquisition is FAR 13.106-1(b)(1), Only One Responsible Source. The period of performance shall be one year with one, 1-year option. According to market research conducted, NCFTA provides a platform for unique databases that will support OIF's efforts to identify significant cybercriminals engaged in financial crimes, as well as initiatives that highlight virtual currencies and virtual currency exchangers that service criminal clientele. Treasury/OIF requires that the required services be performed in a FBI-cleared facility with personnel who have obtained security clearances and access to Special Compartmented Information (SCI) in order to preserve and protect the evidentiary chain of custody. In addition to the secured facility and personnel, Treasury/OIF requires that the contractor have an extensive array of information that has come from reliable law enforcement and industry sources. It has been determined based on extensive research and engagement with other federal agencies that this is the only corporation that has the unique capability to offer a wide-range of sensitive and complete intelligence information pulled from hundreds of sources. With exclusive rights to specific information provided by other private corporations, this is deemed necessary and critical allowing real-time and accurate information to be provided as requested by Treasury/OIF. No solicitation package will be issued. This notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than May 13, 2014, 9:00 AM EST. Responses shall be submitted to Denise.Q.Williams@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific service(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that service(s) and its overall capabilities. It is your responsibility to demonstrate how your service(s) is capable of providing the same functionality that exists with the NCFTA's services mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a service cable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
