Full Description

The Department of Homeland security, Office of Procurement Operations, Science & Technology, proposes to enter into a contract on a basis other than full and open competition. DHS S&T has a need for continued technical management, and subject matter expert support to maintain the Cyber Security Program operations. DHS S&T intends to negotiate a Cost Plus Fixed Fee/ Firm Fixed Price (CPFF/FFP) hybrid contract with SRI International of Menlo Park, CA to continue this effort under 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Only SRI International has the requisite knowledge and experience to perform all the tasks contained in this contract without excessive delay. Therefore, no solicitation will result from this announcement. This notice of intent is not a request for competitive proposal and no solicitation package will be issued. The period of performance will be two (2) ninety (90) day option periods. Any vendor who believes that they can provide these specific services can email or fax their company's capability information to the attention of Susan Eicher by 12:00pm EST, November 20, 2009.
