This solicitation, N00244-26-Q-0046, is a Total Small Business Set-Aside issued by the Navsup Fleet Logistics Center San Diego under the Department of Defense for the delivery of a one-day Cybersecurity for Federal Contracting Professionals training course to approximately forty-five government employees, primarily Contract Specialists and Contracting Officers who are not IT professionals. The training must be delivered at a non-technical level and cover core topics including cybersecurity fundamentals, relevant laws and regulations with emphasis on DFARS 252.204-7012 and Controlled Unclassified Information (CUI) protection, as well as an introduction to NIST SP 800-171 and the Cybersecurity Maturity Model Certification (CMMC). The contract is Firm-Fixed-Price, requiring a single all-inclusive quote covering all labor, materials, and direct or indirect costs, and will be awarded based on best value through a comparative evaluation that weighs price reasonableness alongside technical merit, with non-price factors considered approximately equal in importance to price. The performance method has been amended to Virtual Only, and all training materials must be Section 508 compliant. The training must be scheduled between June and July 2026 and completed no later than September 30, 2026, with course materials due five business days before delivery and an attendee completion roster submitted within two business days after completion. Contractors must be registered in the System for Award Management (SAM) with up-to-date representations and certifications, including provisions for safeguarding covered defense information, whistleblower rights, and compensation of former DoD officials. Offerors must submit two separate documents via email: a technical quote of no more than three pages detailing the curriculum, delivery methodology tailored to non-technical audiences, and instructor qualifications with a resume demonstrating expertise in federal contracting and cybersecurity; and a signed, dated price quote on company letterhead including the CAGE code and Unique Entity ID. All offers must remain valid for 120 days after the deadline, which is 3 July 2026 at 11:59 PM Pacific Standard Time, and submissions must include the correct subject line referencing the solicitation number. The award will be made to a small business concern, as defined by the $15 million size standard under NAICS code 611430, and payment will be processed through Wide Area Workflow per DFARS clauses 252.232
