The contract requires the supply of 74 empty compressed gas cylinders designed for aviator breathing oxygen, identified by NSN 8120-01-734-5759 and part number P/N 10015136 from AVOX SYSTEMS INC. Each cylinder is a shatterproof, cylindrical type with a 0.250 ANPT internal thread, classified as a commercial item with no shelf life requirement. All cylinders must be palletized vertically on new contractor-furnished pallets meeting Fed Spec NN-P-71C, Type V, Class 1, Grade A, Group IV, Size 2, with strict dimensional standards for hardwood deckboards and stringers as defined by ASTM-D-6199. Loading must follow MIL-HDBK-774, Load Type IX, and the palletized loads may be banded using 3/4 inch wide steel straps instead of the standard 1 1/4 inch. The cylinder exteriors must be treated and painted to meet Compressed Gas Association TB-17-2000, specifically Tests 1, 3, 5, 6, and 8. Mercury or mercury-containing compounds are strictly prohibited unless explicitly exempted for functional uses in batteries, instruments, or weapon systems, and any such exempted items must include secondary containment. Packaging and marking must comply with MIL-STD-2073-1E, MIL-STD-129, and DOT requirements, with special emphasis on proper labeling and no use of U.N. certified 4G fiberboard boxes due to size and configuration.
