The Texas Health and Human Services Commission, through the Department of State Health Services, is seeking bids to procure a D-10 Hemoglobin Testing System HPLC from Bio-Rad Laboratories to replace an out-of-service analyzer. The system must be configured with a Rack Loader Option and capable of performing dual testing programs for HbA1c and fetal hemoglobin screening, including HbA2 and HbF, with accurate results even in the presence of common hemoglobin variants such as HbS, HbC, HbD, and HbE. Bidders are required to submit a fully compliant system using one of three specified part numbers, with no substitutions allowed without pre-approval and supporting technical documentation. The procurement is structured as an Invitation for Bids with a submission deadline of May 18, 2026, and responses must be submitted via email, the HHS Online Bid Room, hand delivery, or overnight mail to designated Austin, Texas locations. The system must be delivered with proper labeling and packaging, including outer cartons marked with the agency’s purchase order number, quantity, and description of contents, and pallets must be shrink-wrapped and labeled. The evaluation is based on best value to the State of Texas, considering technical compliance, the bidder’s ability to meet performance and delivery requirements—including past performance, financial stability, and operational capacity—and price, with no obligation to select the lowest bidder. The initial contract term runs through August 31, 2026, with an option to extend for one additional year. All submissions must include Exhibits A through D and D-1, which contain mandatory affirmations, contract terms, pricing details, and scope of work. Contractors are bound by Texas-specific Uniform Terms and Conditions, which mandate compliance with state public information laws, unrestricted access for audits by state agencies, and prohibition of gifts to public servants. The state retains broad rights to use all work product and solicitation data, and contractors must indemnify the state against claims arising from performance. Subcontractors are subject to the same obligations as the prime contractor, and no non-compete clauses are permitted. Proprietary information must be expressly identified, or it becomes public. Financial data must comply with state and federal accounting standards, and invoices must reference the contract number, though specific payment mechanisms and appropriation codes are not provided. All responses must be submitted in Adobe PDF or Microsoft Office formats, with no external links or excessive file sizes exceeding 25 MB if submitted via email.
