This contract pertains to a notice of intent to sole source the provision of local telecommunications exchange carrier services currently supplied by AT&T for various Veterans Affairs Gulf Coast Veterans Health Care System locations in Mississippi and Florida. The purpose is to maintain the existing level of voice and data telecommunication services continuously until these services transition to the GSA Region 4 Integrated Telecommunications Services (GRITS II) contract at the start of fiscal year 2015. The Government has determined that only AT&T is capable of meeting these requirements, citing the unique nature of the services and the potential for unacceptable delays and cost inefficiencies if the service were competed. Under the authority of the Federal Acquisition Regulation Part 6.302-1, this procurement is justified as a sole source acquisition, meaning full and open competition is not pursued due to the specialized nature of the work and the lack of alternative capable providers. Interested parties are invited to submit detailed information demonstrating why competition might be advantageous within three days, but the Government retains sole discretion on this matter. The contract identified as a three-month bridge purchase order consolidates all telecommunications charges for fiscal year 2015 under solicitation number VA25614Q1537, further ensuring seamless telecommunication operations during the transition period.
