The Department of Homeland Security intends to negotiate a sole source contract with NetCentric Technologies for the acquisition of Common Look Professional and the applicable training and maintenance for this software to assist with the PDF remediation in support of the Section 508 Program Office. The purpose of this procurement is to acquire 50 copies of NetCentric Common Look Professional PDF remediation plug-in for compliance with Section 508 of the Rehabilitation Act of 1973. Section 508 requires the Federal government provide equal access to, and use of, information and data to people with disabilities comparable to that provided to individuals without disabilities. Adobe PDF files are classified as - information or data and subject to compliance with functional performance criteria and technical standards. Currently, the Adobe tools for the creation and manipulation of PDF files do not fully assess existing content for compliance or provide interactive remediation mechanisms for all accessibility errors. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 days of the publication of this announcement will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
