The Office of Audit Services (OAS) through the Division of Acquisition Management, Program Support Center intends to award a twelve (12) month sole source simplified acquisition to First Databank, San Bruno, CA, 94066. The purpose of this simplified acquisition is to provide drug pricing information for use by State Medicaid Agencies in reimbursing pharmacies for prescription drugs. This drug data file contains current and historical Average Wholesale Prices (AWP) for all drugs on the market. OAS knows of no other organization that can provide both current and historical AWPs in one file. In addition to pricing, AWPs available through First Databank also has National Drug Code information, both of which are needed for a significant amount of audits to be preformed this year. One audit can require approximately 100 reports to be run using this product. In addition, Centers for Medicare Services (CMS) has adopted this product as the official guide to pricing for drugs related to the new Medicare Part D program that has gone into effect January 1, 2006. Products being acquired are: Annual Base License (Quantity 1), Annual License for Medicare Data (Quantity 1), and Shipping. Products include the following: 1. National Drug Data File (NDDF), 2. Counseling Messages Module, 3. Drug Allergy Module, 4. Drug-Drug Interaction Module, 5. Drug-Food Interaction Module, 6. Drug Lab Interference Module, 7. Duplicate Therapy Module, 8. Minimum-Maximum Dose Modules, 9. Patient Education Module, 10. Prioritized Label Warnings Module, and 11. Medicare Module. In accordance with FAR 13.106-1(b), the Government intends to solicit only one source. Interested concerns with the ability to provide identical or equivalent data files inclusive of current and historical average wholesale prices of all drugs on the market may identify their interest and submit a capability statement that demonstrates their ability to provide the products required. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; therefore, requests for such documents will be considered invalid responses. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. If no affirmative responses are received within 15 calendar days from the date of this synopsis, the Contracting Officer will proceed with the award to First DataBank.
