The Internal Revenue Service, in support of the Department of Treasury and its Bureaus, intends to issue a solicitation entitled DTS Managed Transport Services for the acquisition of managed transport services. This is an unrestricted acquisition, the NAICS code is 517110; the small business size standard is 1,500 employees. The work involves provision of a fully managed vendor owned transport service for the Metropolitan Area of Washington, DC, Maryland and Virginia. A full scope of Managed Services shall include management reports that detail engineering activities, traffic analysis and utilization reports as well as maintenance and trouble condition detail. Service Level Agreements (SLAs) will be developed and monitored to ensure satisfactory service delivery. The term of the contract is expected to be four (4) base years with three (3) one year options and includes an aggressive installation schedule. The Dept. of Treasury's objective is to replace the current network topology of the DTS2 transport infrastructure with the most cost-effective, redundant, diverse, and survivable telecommunications infrastructure available. The core network consists of a Treasury owned host switch and 14 remote sites dispersed throughout Washington, DC and neighboring Virginia and Maryland. The new DTS2 Transport infrastructure and capacity requirements will be based on the current network capacity. Source selection will be based on the vendor representing the best value to the Government, cost and other factors considered. All responsible sources may submit an offer. All solicitation documents will be available on the internet at www.procurement.irs.treas.gov. The estimated date for release is on or about August 15, 2003. Interested vendors are requested to register via e-mail to larry.d.chewning@irs.gov and William.j.thoreen@irs.gov.
