The Department of Veterans Affairs, VA Boston Healthcare System, intends to sole source a contract to Verizon Communications for continued service coverage involving emergency response, clinical and administrative care, and daily communications supported by local phone services at the VA Medical Center. Verizon is uniquely positioned as the only responsible source due to its ownership of the "last mile" circuitry from the central office to the VA facility, making replacement or re-engineering of these circuits by other vendors impractical, costly, and time-consuming. This contract covers recurring expenses for these essential services under Verizon's existing GSA contract, ensuring uninterrupted functionality vital for healthcare operations. The decision to sole source is based on the statutory authority that permits contracting without full and open competition, specifically FAR 6.302-1 and USC 253(c)(1). Efforts to solicit alternative providers were unsuccessful as no other vendors could meet the requirements. The government has determined that the pricing is fair and reasonable through the existing GSA contract. This notice is not a solicitation but a notification of the intent to sole source with a submission deadline for inquiries, affirming that receipt of information will not delay contract award. No competing interests have been expressed, and no market survey was conducted due to the unique nature of Verizon’s service.
