The United States Property and Fiscal Office of the Virgin Islands intends to issue a sole source award utilizing Simplified Acquisitions Procedures to Choice Communication, LLC, in St. Thomas, VI for the installation of Data Service Business Pro packages. The Data Service Business Pro packages will allow the Virgin Islands National Guard to access the internet at certain facilities. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to FAR Part 13.106-1(b), only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. All qualified sources must respond in writing no later than 9:00 am, June 1, 2015. Offers must be submitted by email with confirmation receipt.
