D--Local Telephone Services for National Grounds Intelligence Center

The NETCOM/9th Army Signal Command has a requirement for nonpersonal services for local telephone exchange services for National Grounds Intelligence Center (NGIC), Charlottesville, VA. The proposed contract is for a base year with four one-year op tions. The local exchange services provider, certified by the state of Virginia, shall provide local commercial communications service for NGIC, Charlottesville, VA., which shall include, as a minimum but not limited to, local access for commercial subsc riber lines, digital access trunks, local exchange digital (ISDN PRI) trunks, transport channels, and directory number and number portability. All responsible sources may submit an offer that shall be considered. Sources responding to this requirement mu st indicate in writing, whether they are a large, small, disadvantaged and /or women-owned business. For this acquisition, a concern will be considered small under SIC code 4813 with size standard of 1500 employees  NAICS 517110. This requirement shall be a commercial, fixed price type contract. It is recommended that prospective offerors attend this conference. The conference will be from 9:00  10:00 AM (approximately) an d will be followed by a site visit from 10:00  11:00 AM. Offerors planning to attend are required to notify the specialist listed below, in writing, of all attendees names (not to exceed three per company) prior to 24 March 2005. Security information and directions will be provided at that time. An e-mail response to the specialist listed below is acceptable. Questions prior to the conference must be received before 25 March 2005. Questions generated as a result of the preproposal conference must be received by 4 April 2005.
