D -- Modification of Existing Contract

The Defense Information Technology Contracting Organization (DITCO) is set to modify an existing contract, DCA200-01-C-5014, with a small business to expand wideband telecommunications network service to a new 17th location. This new connection will link an existing network hub at Warren Air Force Base, Wyoming, to a newly established Air Force Space Command training facility located at the Wyoming Army National Guard Range near Guernsey, Wyoming. The contract modification is a sole-source acquisition following FAR 6.302-1 since the new service must seamlessly integrate with the existing custom Air Force network provided by the current contractor. The contractor is responsible for comprehensive network operations including monitoring, control, circuit and equipment provisioning, troubleshooting, and maintenance, all managed continuously through its own network operations center. Due to the specialized nature and critical integration requirements, no other vendor is capable of providing service to the new location while maintaining network continuity. The contract modification is managed through the Telecommunications Division at Scott Air Force Base, Illinois, with Stanley D. Schellenbach serving as Contract Specialist and Lisa A. Boeckmann as Contracting Officer.
