Notice of Intent to Sole Source/Sources Sought for Zeiss Versa Micro CT Scanner Micro XCT-400 Preventive Maintenance and Software Maintenance Agreement Renewal to Carl Zeiss Microscopy, LLC. In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to Carl Zeiss Microscopy, LLC. for a Preventive Maintenance and Software Maintenance Agreement for a Zeiss Versa Micro CT Scanner XCT-400, for the base period of performance of May 15, 2017 – May 14, 2018, plus four, one-year option periods. This is considered a sole source to Carl Zeiss Microscopy, LLC. because, to the best of the NETL’s knowledge, based on market research conducted Carl Zeiss Microscopy, LLC. is the only known source that can provide this exact maintenance agreement. Carl Zeiss Microscopy, LLC. is the only company that can service, repair, and provide software upgrades and maintenance to this equipment to maintain the peak performance and operational availability of this complex equipment. Service and maintenance must be performed by the original equipment manufacturer, Carl Zeiss Microscopy, LLC., and their trained staff. The current equipment continues to have a useful life and failure to continue the maintenance agreement will put NETL at risk of failure or loss of service that could severely impact the organization’s ability to operate in an efficient and effective manner. The maintenance agreement is proprietary to Carl Zeiss Microscopy, LLC. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 5:00 PM ET on May 15, 2017. Responses must be submitted in writing to the Contract Specialist, via email, at contact@example.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
