NASA Glenn Research Center (GRC) plans to procure a dedicated high-speed one-gigabit network connection from The Ohio State University's Ohio Supercomputer Center Network (OSCnet) to enable robust internet connectivity to various educational institutions, government entities, medical research centers, and military facilities within Ohio. This connection is essential for NASA/GRC to support collaborative efforts in technology development, research, systems development, and technology transfer critical for aerospace and space exploration missions. OSCnet is uniquely positioned to provide this service at a fair and reasonable cost, leveraging an existing one-gigabit circuit that NASA/GRC currently accesses through its partnership with the Ohio Aerospace Institute, which restricts access to OSCnet members only. To fulfill this need, NASA/GRC intends to purchase an annual membership with OSCnet rather than seeking alternative vendors, as establishing new infrastructure independently would be cost-prohibitive. The procurement will be conducted as a commercial item acquisition under FAR Part 12 guidelines. Additionally, an Ombudsman has been appointed to oversee the process, ensuring transparency and addressing any concerns during acquisition. This approach streamlines NASA’s access to critical high-speed networking necessary for its mission while managing costs effectively.

Full Description

NASA/GRC intends to purchase dedicated high-speed one gigabit network connectivity service from The Ohio State University's Ohio Supercomputer Center Network (OSCnet). NASA/GRC requires a high-speed, high capacity internet connection to Ohio's colleges and universities, K-12 schools, state and local governments, medical research centers and Wright Patterson Air Force Base. This is required to enable NASA/GRC to conduct collaborative efforts in developing new and innovative technology and leveraging its computational, analytical, and experimental expertise to promote development and transfer of critical technologies that address national priorities through research, technology development, and systems development for reliable exploration, aerospace, and space applications. Only OSCnet can offer the required service to NASA/GRC a fair and reasonable price to NASA/GRC. NASA/GRC currently has access/use rights to an already installed one (1) gigabit circuit via its partnership with the Ohio Aerospace Institute (OAI). However, it can be only be accessed/utilized by OSCnet membership. NASA/GRC intends on purchasing a yearly membership with OSCnet in order to meet this requirement. Purchasing the service from any vendor other than OSCnet would be cost prohibitive to the Government. NASA/GRC would have to incur the cost for installing the necessary infrastructure for a new circuit. The Government intends to acquire a commercial item using FAR Part 12. An Ombudsman has been appointed. See NASA Specific Note "B". Any referenced notes may be viewed at the following URLs linked below.
