The DHS intends to negotiate a sole source contract with Motorola for a shared infrastructure project involving an existing Motorola P25 compliant trunked radio system owned by the cities of Phoenix and Mesa, Arizona. The purpose of the procurement is to demonstrate and test the interoperability of Federal, State, and Local law enforcement wireless communications on a shared non-federal wireless platform. The commercial services and supplies required to expand the existing Motorola system for Federal use include master site equipment and services, RF site equipment and services, other infrastructure equipment, system integration and site development services. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by October 6, 2006, will be considered by the Government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
