The Department of Defense Information Technology Contracting Organization-Pacific (DITCO-PAC) is seeking contractors to provide, operate, and maintain the Hawaii Terrestrial Transport - Pacific (HTT-P) network facilities on the island of Oahu. This procurement requires the delivery of end-to-end, assured, and physically diverse OC-192c capital leased trunks under indefeasible right of use (IRU) agreements, ensuring complete route and facility separation for working and protection paths. These trunks must be physically distinct not only from one another but also from existing circuits or systems, as specified in the Telecommunications Requests (TRs). The solicitation anticipates competitive inquiries for six separate TRs, with the intention to award grouped TRs to a single prime contractor to meet strict physical diversity requirements. The contracting process will be conducted through the DITCO Inquiry/Quote/Order (I/Q/O) system, previously known as the DISA Acquisition Bulletin Board System (DABBS). The relevant Performance Work Statement and solicitation documents were scheduled for release around May 20, 2004, accessible through the DITCO Contracting Opportunities web portal. Interested vendors must be registered in the Central Contractor Registration (CCR) database and ensure Year 2000 compliance for IT products offered. Points of contact for administrative and technical questions are provided, facilitating vendor support throughout the solicitation process. The solicitation is classified under NAICS code 517110 and managed from Pearl Harbor, Hawaii, reflecting the government’s emphasis on providing resilient, secure network infrastructure for Department of Defense operations on Oahu.
