AI Contract Overview

The contract is a Request for Information (RFI) issued for planning purposes by the Department of Defense to support Air University research through the development or procurement of a restricted information management system. While a Commercial Off-The-Shelf (COTS) solution is preferred, there is openness to developing new software if existing products do not meet the requirements. Respondents are asked to provide detailed information including a functional software description, demo versions if available, a compliance matrix outlining how the solution meets the specified requirements, schedule estimates for development efforts, cost estimates, and any contract vehicles or schedules that might simplify future procurement. The government may engage with a select few companies to further discuss commercial capabilities after reviewing submissions. This RFI does not constitute a solicitation for offers and responses will not lead directly to contract awards or payment. Information received will support the creation of a future Request for Proposal (RFP), and proprietary information will be handled accordingly. Responses must be submitted by December 15, 2005. The government insists that no binding commitments arise from this RFI, emphasizing its purpose purely for information gathering and program planning. Points of contact at Maxwell Air Force Base, Alabama, are provided for further communication, and the place of performance for any future engagement remains to be determined.
