The U.S. Nuclear Regulatory Commission plans to negotiate a sole source delivery order with Sybase, Inc. for software maintenance support of its Adaptive Server Enterprise. This support service will cover a one-year performance period starting from the contract award date and will be required at multiple NRC office locations including Rockville, Maryland; Arlington, Texas; King of Prussia, Pennsylvania; Atlanta, Georgia; and Chattanooga, Tennessee. The sole source negotiation is justified under federal regulations which allow limiting competition when only one responsible source exists to fulfill the agency's requirements. The procurement follows the NAICS code 541519 for other computer-related services. Although this notice is not a request for quotations, the NRC welcomes interested parties to submit information demonstrating their technical capabilities to meet the agency’s needs, accompanied by clear evidence that competition would be beneficial. Such submissions must be sent by mail to the NRC’s Division of Contracts, directed to Purchasing Agent Betty H. Freeman, by December 6, 2005. There is no request for quotation document issued, and any decision to forego competition rests solely with the government. Questions regarding the procurement can be addressed to Betty H. Freeman via phone or email.
