D--SOLE SOURCE TELECOMMUNICATIONS NAPLES

The NAVSUP Fleet Logistics Center in Norfolk plans to negotiate a sole source Firm Fixed Price contract with Telecom Italia, based in Napoli, Italy, to provide telecommunications services required by the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) at Naval Support Activity Naples. This contract will follow the procedures outlined in FAR Part 13.5, which is a test program for certain commercial items. Although this notice is not a request for competitive quotes, responsible sources are invited to submit quotes, which the agency will consider in deciding whether to proceed with competition. The solicitation package will be available for download starting February 26, 2014, exclusively from the Navy Electronic Commerce Online (NECO) website, as no hard copies will be provided. Interested contractors must self-certify that neither they nor their principal corporate officials are suspended or debarred from federal contracting, and must be registered in the Central Contractor Registration (CCR) database prior to award and throughout contract performance, except for foreign vendors performing work outside the U.S. Failure to register or certify could lead to disqualification. The acquisition falls under NAICS code 517110, telecommunications, and contract management will be handled by the Navsup Fleet Logistics Center Norfolk with all communications and downloads managed electronically.
