The Internal Revenue Service, in support of the Department of the Treasury and its bureaus, plans to issue a solicitation entitled Treasury Messaging Solutions Support (TMSS). This is a follow-on acquisition to the Voice Messaging Systems (VMS) contract to continue installation, software/hardware maintenance, preventative maintenance, program management, system upgrades/updates including technology refreshment, system engineering, and technical support services of all existing Government-owned messaging equipment and infrastructure as well as any system or component addition. The existing VMS environment consists of 77 IntuityTM Audix Systems, three Octel Voice Messaging Systems, and seven Avaya Intuity Interchange systems with a potential to support user, system and network features for up to 150,000 subscribers nationwide. The current systems are networked together via TCP/IP connectivity to seven Intuity Interchange servers to provide 24-hour, 7-day a week, state-of-the-art telecommunications system for the Department of the Treasury. The Government intends to conduct a competitive procurement to establish a single Indefinite-Delivery Indefinite-Quantity contract to provide for TMSS. The period of performance will be a base period of one year with four optional periods and will include FAR 52.217-8, Option to Extend Services. The contract will be available for use by the Department of the Treasury and its bureaus, as well as the former Treasury bureaus now with Department of Homeland Security and Department of Justice. Those departments will be able to use this contract until such a time as they have established their own network. The NAICS Code for this acquisition is 517110. Source selection will be based on the vendor representing the best value to the Government, cost and other factors considered. All responsible sources may submit an offer.
