This sources sought is an UNFUNDED requirement posted solely to access industry interest, the competitive environment, and refine our approach in obtaining a resonable basis for estimating the required funding (IGCE) associated with this requirement. -- break -- If funded and approved, our government organization, CENTCOM Contracting Command in Afghanistan, may in its sole descretion issue a subsequent solicitation for purchasing from a single provider the following services: - Web hosting for a data base which is already designed and built by a third party and running on a test server but now needs to be moved to, and operated on, a commercial hosting environment. The purpose of this data base is to allow 250 Contracting Officers in 14 locations to compose, archive, retrieve and manage contract file documents. - Document storage, archival, and back up services. A contract file is a collection of associated documents. The government organization anticipating using the above website generates approximatley 30,000 contract files annually and each file averages 30 plain-text documents. The file-management data base hosted would require access to all archived documents and appropriate back-up services. - Data base maintenance. This organization's created, but not operating at full capacity, data base is written in Sequel Server with MS Silverlight HTML interface. The single source vendor should be able to provide data base maintenance and add additional features to the data base as needed. - Data base design. In addition to the above already-created data base, this organization has need of at least one more large data base to be designed from scratch and deployed. The engaged organization would be able to design, develop and deploy a second data base from concepts and non-technical designs provided by non-computer professionals. - Data base consulting. Our organization has an ongoing need for professional data base consulting to maintain and upgrade existing Sequel/Silverlight data bases, which would be billed on an hourly rate based on both firm fixed price projects and change orders, and time and materials expended.
