The Department of Veterans Affairs, through its Office of Information and Technology and Technology Acquisition Center, has awarded a sole-source, firm-fixed price delivery order under the NASA SEWP V GWAC to a Service-Disabled Veteran-Owned Small Business for a three-year renewal of extended warranty and technical support services for a Lantronix LM83X Local Manager switch located at the Austin Information Technology Center. The contract, valued at $2,505.61, covers the period from July 23, 2026, to July 22, 2029, and provides 24/7/365 technical support, advanced hardware replacement, and software updates under a Level 2 service agreement. The requirement is justified as uniquely specialized because only Lantronix or its authorized resellers possess proprietary access to the firmware and source code necessary to maintain device compatibility and functionality, eliminating viable alternatives and supporting the sole-source acquisition under VA Deviation 16.507-6. The awardee must deliver a completed Deliverable Support Information Form within 15 days of contract start to validate VA entitlement and proof of purchase, and must establish a direct phone line for VA personnel to contact Lantronix support without intermediaries. Performance is tied to continuous operational availability of the critical out-of-band management infrastructure at AITC, with acceptance criteria centered on service continuity, timely response, and functional interoperability rather than formal inspection standards. The contract does not include option periods, security clearance requirements, or organizational conflict of interest clauses, and no formal evaluation factors or quantitative scoring criteria were applied due to the non-competitive nature of the award. Funding is drawn from VA resources through the SEWP V GWAC, and the procurement adheres to SDVOSB set-aside regulations, with no mention of Recovery Act funds or specific invoicing systems, though compliance with federal reporting obligations under FAR 5.301 for brand-name justifications is required.
