The Department of Veterans Affairs Office of Information Technology is conducting a Request for Information under solicitation 36C10B26Q0436 to identify commercial-off-the-shelf solutions for its Appeals Modernization effort. The goal is to replace or modernize existing systems such as Caseflow, VACOLS, and the Interactive Decision Template with a comprehensive application capable of managing the end-to-end appeals process. Key functional requirements include appeal request intake via VA forms, automated queue management based on business rules, judicial hearing scheduling, and the ability to review and route signed decisions to print services. This effort is currently for planning purposes only and does not constitute a formal solicitation or contract award, with no funds currently authorized or appropriated. The VA utilized a two-step market research process involving virtual vendor demonstrations and written responses to gather data on current marketplace capabilities. Following these demonstrations, the VA is developing a procurement requirement for fiscal year 2027 and will post future updates regarding the acquisition strategy and solicitation timeline on SAM.gov. The project falls under NAICS code 541512 and is managed by the Technology Acquisition Center in Eatontown, New Jersey.
