Request for Information Appeals Modernization VA-26-00064098
Introduction This Request for Information (RFI) is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI.
The anticipated North American Industry Classification System (NAICS) for this requirement is 541512 with a size standard of $34 million.
2. Purpose: The Department of Veterans Affairs, Office of Information Technology is seeking information from industry regarding commercial-off-the-shelf (COTS) solutions to manage appeals and related requests. The purpose of this RFI is to identify vendors who can demonstrate potential COTS solutions for the requirements discussed in the attached requirements document in order to understand current market capabilities. This RFI supports a two-step process to gather information from industry. First the Government will hold virtual demonstrations and second, the vendors will provide written responses to questions.
Part 1: Virtual Demonstrations: Interested vendors who have a solution that meets all or a majority of the requirements in total; or all or a majority of the requirements of a discrete subcomponent should submit a request to demonstrate their solution to Sarah Kuna, Sarah.Kuna@va.gov and Dana Newcomb, Dana.Newcomb@va.gov by 1 PM EST, May 29, 2026. Along with this request, vendors shall also submit no more than a 5 page product sheet to include how the solution meets the requirements and which business support models your systems typically have.
Vendors will be provided with a calendar invite for the week of June 8, 2026. The virtual demonstration shall be conducted via Microsoft Teams. The Offeror s personnel conducting/attending the virtual demonstration shall be limited to five (5) people. The length of the virtual demonstration shall not exceed one (1) hour. Offerors do not have to use the entire time allotted but cannot exceed the allotted time period.
Part 2: Written Response: After the demonstrations, vendors will be provided questions to respond to.
