The solution must support diverse county-wide operations, including Financial Management, Human Capital Management, Utility Billing, Public Safety, Planning and Development, Parks and Recreation, Transportation, and Stormwater Management. Key technical requirements include CJIS-compliant security for public safety modules, 24/7 uptime for mission-critical operations, and data encryption both in-transit and at-rest.
